Look at how bad substance abuse & bullying are in UK. It reminds me of a well known story of chinese history taught in schools of Hong Kong:-

An emperor wanted to bring up his children among the common people, so he sent his queen to bring up his children in the city. The queen tried out different neighbourhoods where each of them had some bad disadvantages, and every time, the queen decided to move to another until a good neighbourhood is found.

You'd be hard pressed in today's world to find a financially poor but morally decent family/people/community. It seems the dregs of society are lumped into people who want to improve themselves for the better, but with the same budget as aggressive scum like in the article. It doesn't help that in new estates, the Govt is forcing 5-10% of the property to be open to such tenants.

This will get worse too - it's been happening in my parents' neighbourhood, where I grew up and went to college. Returning after 5 years shows the same scenery, facilities and buildings... but different people. And because of that, the atmosphere has changed. I can't walk home relaxed, enjoying the surroundings.... I have to be constantly aware of yobs who (despite during school time) seem to be everywhere and out on the prowl. No. of times I've been shouted at in my home town for the frst 18 years of my life - NONE. Last 2 months - 8.

It is essential to make speaking out against self harm and how disgusting substance abuse is, as the national norm, in order to combat this trend of an ever growing army of yobs growing up into abusers, criminals & addicts.

This is why AddAction is a good charity to support.
